Illegal Charter Crackdown: AI Platforms and FAA Oversight Target Part 91 Abuse
The private aviation industry is facing increasing pressure to combat illegal charter operations, where flights are conducted under Part 91 rules instead of complying with commercial standards set by the Federal Aviation Administration.

These unauthorised operations bypass required safety, training and maintenance oversight, creating significant risks for passengers while undercutting legitimate Part 135 operators. Industry estimates suggest illegal charter activity costs the market billions each year.

To address this, AI driven platforms such as CoachAir are being introduced to validate flights in real time. These systems cross reference operator credentials, aircraft registration, crew qualifications and insurance data to detect noncompliance before a booking is confirmed. Escrow based payment systems are also being integrated to ensure funds are only released for compliant operations.

At the same time, regulators are increasing enforcement using advanced data analysis to identify suspicious activity patterns. Together, these efforts aim to improve transparency, reduce fraud and strengthen safety across the charter sector.
